Member of the technical team of Ciudades Para Todos S.L. between 2004 and 2005, working in the elaboration of Municipal Accessibility Plans in different Spanish cities, developped under the collaboration agreement between de Ministry of Labor and Social Affairs (IMSERSO) and the ONCE Foundation, for the cooperation and social integration of persons with disabilities.

This plans covered diagnosis, data collection, proposals elaboration, cost estimate, training activities for the future implementers of the plan and citizen participation programs. The plans adopted the principle of universal design defined by the United Nations, the implementation of the logical framework matrix and stakeholder analysis. The list below includes the Municipalities in which Plans I participated as a consultant:
